The Law!   This would be the common sense solution, however, it would provide the police or other the powers that be, the ability to spy on whoever they choose.  Some local councils have used the mental Health Act discriminately. Corporate abuses of power leading to intent.  The basis for; which many Public Law Cases are brought before the Courts.
