Social Care / Social Services should be the answer, not the problem. Change social care so they support children and families, not persecute them.
The Child Protective Service and child adoption is just another form of breaking up otherwise strong bloodline family and it has been going on for years.

Both the public and some elements of the scientific community have associated eugenics with Nazi abuses, such as enforced “racial hygiene“, human experimentation, and the extermination of “undesired” population groups.

Earlier proposed means of achieving these goals focused on selective breeding, while modern ones focus on prenatal testing and screening, genetic counseling, birth control, in vitro fertilization, and genetic engineering. Eugenicists advocate specific policies that (if successful) would lead to a perceived improvement of the human gene pool.
Eugenics has also been concerned with the elimination of hereditary diseases such as haemophilia and Huntington’s disease, This can be the case for genes with a heterozygote advantage, such as sickle cell anaemia.
Eugenic policies have been conceptually divided into two categories: Positive eugenics, which encourage a designated “most fit” to reproduce more often; and negative eugenics, which discourage or prevent a designated “less fit” from reproducing. Negative eugenics need not be coercive.
A state might offer financial rewards to certain people who submit to sterilization, although some critics might reply that this incentive along with social pressure could be perceived as coercion. Positive eugenics can also be coercive. Abortion by “fit” women was illegal in Nazi Germany.
