A man acquitted 5 years ago of shaking his young daughter is in federal court seeking damages of more than $75,000 from authorites.

Jamel Billups and Jacqueline Rosario, formerly of Chambersburg and now of Poughkeepsie, N.Y., are trying to clear their names. They want reports of suspected child abuse removed from Pennsylvania’s child abuse registry ChildLine. They also seek a jury trial and punitive damages for compensatory damages from the loss of employment opportunities and emotional distress due to the continued reporting. An “indicated” or “founded” report on ChildLine impairs the right to employment for the person accused of child abuse, according to their court documents.
