International adoptions fall to lowest level since 1982


Mother’s Day for an Oakmont family comes at a time when international adoption is becoming increasingly rare.

Today is the first Mother’s Day in the Howard home since 3-year-old London was adopted in September from an orphanage in China. And it comes at a time when international adoption — once an unremarkable occurrence — is becoming increasingly rare.
