Yes, a person or group of people, constructed a big bowl.

That bowl is made out of faeces and filled to the brim with people.

The bowl is sealed. As an afterthought,  the bowl is sliced open and a group of people are sent into manage the people who are sent to live in the excrement.

Then sealed back up, again.

Prison life.
