Man who killed Toronto cop gets OK to travel

Richard Kachkar was found not criminally responsible for the death of Toronto Police Sgt. Ryan Russell.

It was as inevitable as she feared.

Cop killer Richard Kachkar will be allowed to travel to Hamilton to visit his daughter as he requested. The reasons for the decision by the Ontario Review Board won’t be released for a month, but the fix was in from the start.

Just as she suspected.

Only four years have passed since a jury found him not criminally responsible for killing Toronto Police Sgt. Ryan Russell, but Kachkar is already out in the community, with complete freedom not too far away. And as widow Christine Russell told him at his annual hearing June 15: “It truly shows the killing of my husband bears little weight over your expedited need to be well and free.”

In January 2011, Kachkar fled a homeless shelter in his bare feet, stole an idling plow and proceeded to go on a violent joyride through midtown Toronto, striking the young sergeant on Avenue Rd.
