Only four years have passed since a jury found him not criminally responsible for killing Toronto Police Sgt. Ryan Russell, but Kachkar is already out in the community, with complete freedom not too far away. And as widow Christine Russell told him at his annual hearing June 15: “It truly shows the killing of my husband bears little weight over your expedited need to be well and free.”
In January 2011, Kachkar fled a homeless shelter in his bare feet, stole an idling plow and proceeded to go on a violent joyride through midtown Toronto, striking the young sergeant on Avenue Rd.
