Judge Farish sentenced the man to 16 years and six months’ imprisonment. She did not impose a minimum non-parole period, but said he would need to complete a child sex offender programme before he could be considered for parole. The programme would take 18 months to two years to complete, and he would have to serve at least a third of his sentence before becoming eligible to start it.

David Charteris was forty when he made the cruel and deviant decision to abuse an innocent young boy for his own selfish sexual gratification. The victims mother had approached Charteris for help to support her son. To be a mentor and a friend when her son was going through a very difficult time in his life.The innocent boy was sexually violated on multiple occasions over a thirteen month period. He was abused by a man employed to assist, respect and help victims. Charteris knew the rights of victims and the importance of trust. It was his responsibility to know – he was an employee of Victim Support. Charteris was employed as the Southern Area Manager for Victim Support. He led a team of six staff and was responsible for over 200 volunteers. For ten years he helped and supported victims during times they were at their most vulnerable.

The 66-year-old was sentenced in September last year after being found guilty by Judge Raoul Neave of seven charges of sexual violation by unlawful sexual connection and one of committing an indecency on a boy.

His legal challenge was heard in the High Court at Christchurch yesterday.

Charteris’ counsel told the court that there had been a miscarriage of justice during the trial over a cross-examination error about whether the defendant was circumcised.

He said there was a delay when the boy revealed the sex offending to his family and that little leeway was given to Charteris’ memory many years later.

The Crown accepted there had been an error around the circumcision issue during last year’s judge-alone trial but argued there was no injustice in the overall decision. Continue reading→
